1. Tenant damages
Tenant damage is not covered by usual landlord insurance, you needed to by additional vandalism insurance, which you probably don't have. Your current task is to record evidence. Make a list of damages and document it with pictures.
Call police to report vandalism and grand larceny and give them last known address of the tenant, since you have all his identity information. Make sure police issues arrest warrant on the tenant. If he was out of country, as soon as tenant enters US, US custom will arrest him. If he made inside the country, every time he is stopped by a traffic cop, they will check the database and arrest him. Give it time, you will have your revenge.
2. PM damage e.g. burst pipe.
PM company should be responsible for damages they caused, such as burst pipes. They should have insurance to pay you, but they are not responsible for Tenant's damages.
3. Repair those damages and preserve all evidence and receipts, wait for the tenant to return to US.
