算不过账来，请大家帮帮忙 － 出租和自住哪个该贷款

现状：
自住屋： 无房贷， 不在flood zone。
出租屋: 15Y贷款 3.5%，净收入 3000／月，在flood zone 。flood insurance 过去3年保费以每年500连续剧增，今年要2000刀了。这个地区1950年淹过水，若不是银行要求，多数住户不买。

打算：
从自住屋借出钱，还清出租屋的房贷。 这样就无需买flood insurance 了，mortgage也从2800 减到2500 （利率从3.5%降低3.0%）.

问题：
1. 这样做在报税上有弊端吗？
2. 贷款应该在自住屋，还是出租屋？
