One trouble with neighbour: they want to build fence

on the border which can not be decided whose property it is on.

We hope they build a little bit inside their side. I understand: outside the fence to our side is not necessary our property; but inside their fence must be thought we admit it is their property;

What should we do now?

Is that reasonable to argue? If yes, how can we say.
