不知道除产权外，政府着么认定土地拥有权？

儿医买了一大块地，但只签了个Contract，估计公证过。

个人签约(contract)只确定卖者把地卖给买者。如果没有有关法律的保护，个人签约并没有法律意义。这就是为啥美国有Deed或Title. 是一种政府确认个人土地拥有权的法律证书。在中国这个问题不清楚。在中国买房子比较清楚一点，因为你有产权，但不拥有地权，政府在收回地以前，至少会付你产权的损失。我不知道在没有产权的情况下，如何真正确定你的土地拥有权。 是不是在中国一个个人签约可以确定法律拥有权？我不认为可以。
