You completely missed the point. You would have to wait for 21 days to conclude that a landlord "懒掉“security deposit".

If you had ever been a tenant or landlord, you would have known that no landlord can 懒掉“security deposit" and get away without severe penalty and that no reaonable landlord would take that risk.
