If your Roth IRA contribution limitation this year is $0, then you pay penality $2000 *6% = $120. If you Roth IRA return from April to Dec this year is bigger than $120, then you are OK.
If your Roth IRA contribution limitation this year is $1500, then you pay penality $(2000-1500) *6% = $30. If you Roth IRA return from April to Dec is bigger than $30, then you are OK too.
The penality for withdraw is even higher. 10% ?
Just pay the 6% penality for the extra money you put in.
