Bank用asset manager, not the listing agent来决定接受哪个offer。但listing agent确实能看到所有offers (in multiple offer situation) and may leak that information to you unethically.
listing agent of normal arm-length sale may play more critical role when choosing offers. Once they get the chance to become dual agent, they may try their best to shield away other offers by telling other buyers or their agents that the house is sold, not accepting any more offers and so on. But of course these are unethical behaviors. This may be provented from happening when the seller has a smarter agreement with his agent, such as when sold with 2 agents the commission fee is 2.5% for each agent; but once the listing agent becomes dual agent, the commission becomes, say 3%. The difference is not that great, so the listing agent would be on the same boat as the seller hoping to sell as much as possible.
