ETF vs. Mutual funds

刚开始学投资，看了一下etf 和 mutual funds. 好像投资etf 比买ira 还应该更好，因为除了相对safe以外，etf 还有灵活性，cost也少。
这个分析对吗？
另外我有一个冲动想把自己的ira取出来自己放到etf上。不知道这样做是否太”冲动“？
