前任房东需要一个列好问题的表格，由房客签名，才能回答我的问题？

做过几次background check about previous rental history, 前任房东顶多要一下authorization to release info的表格，就会回答我的问题了。但这次，是个专门管理apartment的公司，说因为authorization to release info的表格上，只有房客的签名，而没有问题让他回答。所以需要我再上交一个表格，列好问题，让房客签字，她才能回答。这是什么情况？
