B is saying: 15W is the max amount s/he thinks acceptable/comfortable, when A wants to do 22W.
If A doesn't want to settle, either:
1) A convince B that, B should feel comfortable with a higher number. A could try, but can't dictate B's feeling.
2) A tells B, A can't accept any number lower than 22W. BUT why? If nothing (new) gets done, as-is status is 0 loan amount.
The focus is merely: 15W, 22W, or somewhere in the middle.
