Agree! arbitrage opportunities exits, the catches are

1) timing, as brother Miat42 said
2) How far the diverge can still go

Maybe just buy CA, NYC, DC when we think it is getting pretty cheap (not there yet?), then just wait, let cash flow keep it going. At the end of the day, All assets class will see its day some time.....
