THx. I got this suggestion already. but now it is not fine balance issue. It is the behavior and what happened in her family bothers other residents. I just got a email from the condo manager saying "we'll take legal action if you don't". 

"A resident said that he heard the police talking to the woman on 304's balcony and it was a domestic dispute and the police were called in.  He said the woman on the balcony said she didn't want to press charges." 

if my tenant doesn't want to press charge, then it is a big problem. i have to support to evict them. But if the mngt takes legal action, what's the implication to me? anyone has any wild guesses? thx.
