Materials:

wire $400, panel box+ breakers $900 (yes, these damned AFC breakers) , junction boxes, outlets, switches $250. Misc supplies $100.

total: $1650.

Labor: 1 master electrican + 1 journeyman, $700/day *5 = $3500.

Inspection: $100

This is small unit, should not be costing more than this. Try some more electricans.
