房客不交租，跑了，要什么程序收回房子？

小地主碰到新情况，房客不交租，跑了，要什么程序收回房子？ 

房间里面没有东西了。 俺准备：

1， post a "pay or quit" notice after 3rd. (of course nobody is there)

2. Took photos after 4-5 days and have a tenant as a witness.

还有什么程序？
