If she didn't report her seasonal income(to be able to keep higher rent supplement), it's criminal. If landlord accepts more money (from tenant) than government assigned S8 tenant's portion, it's criminal. If none of the above situation exists, and government still agreed her to rent unnecessary better house, the system is corrupted.
