jy101 gave me answer as follows:

only if you have a judgement.

That means I can directly contact collection company, right? I don't want to go to court. If it is legal, I just want collection company to do that for me. I don't care how much I can get back, just want to give my tenant a record(they are not honest to me). I need learn lesson from this tenant. Thanks a lot for you guys help.
