Is this reasonable for an addition?

I am planning to put in an addition: add 3 bedrooms and 1 bathroom on each floor (about 450 sq./FL) to a very old two family house. The best quote is about $75,000. The contractor is asking for 1/3 down after the permit is approved by the township before breaking the ground. Is this reasonable?  Is there anything I should be worried about?
