请教 Condo 漏水索赔

三层楼的condo, 我的租客在顶层. 楼下住户的Insurance Company 现在朝我索赔8千, 说6月时我的unit漏水造成损失.

我的Insurance company 让我去file condo Master Insurance claims.

HOA office 说他们没收到报告，不受理，　不file Master Insurance claims.

楼下住户从来没和我联系过，我根本不知道那里漏。猜是租客打翻了什么。

各位大大有何高见，可不可以不理它。
