请大家帮忙看看这plumbing问题严重么? Water supply system did not hold 35PSI

看上一HUD房，Seller的condition report上有这两条让我担心。最坏情況下维修费用大概要多少？

Supply system did not hold 35PSI for at least 15 minutes because unable to identify leak, plumbing failed pressure test.

这有可能是地下水管漏水吗？还是屋子里面任何一处水管都有可能？

all appliances missing(stove fridge,range hood, and dishwasher), Kitchen Cabinets: OK are in good condition.

这个会不会连煤气管道都破坏了？
