You can change the flood zone, if you build a levee that completely surround your property.  The levee must be 2 feet higher than the 100-year flood level, and conform to all applicable FEMA requirements on its design and construction.

Of course you are not going to do that.

However, in the rare case that there is a government plan to protect the area with a levee, then your flood zone might actually change.
