关于捐车， 请教过来人

我是不是在捐之前，也就是现在就可以通知 DMV 和 insurance company to cancel DMV fees and insurance?  还是要等捐完之后，弄这些？  都啥手续？

还有，如果我不开这个车，只是想在车库里，把它拆下来，没事的时候鼓捣鼓捣，这必须上DMV牌和保险吗？
