On average property tax is 2.75%. and some even have 4-6%. Are they serious?

In CA, $1m transaction has a fixed tax of 1.25%=1.25w as long as the owner doesn't sell.

In Texas, $45w transaction will pay the same amount of tax. And I don't know how often the local govt. re-appraises their houses. I wonder how the housing price will appreciate.
