survey specialist, they do this every year in many countries.

Yes I agree it might not mean "literally no food on dinner table" and starving. What they said is that ~18% of the people struggled. Some states such as Missisipi has 25% of the people have such experience and the lowest is ~10% in North Dakota and South Dakota.
