各位大侠，请问怎样解读这个response?

有个2br apt租给一单身。他现在在找roommate。 我把这个potential roommate的信息输入后，citicredit.com给了如下response，

“This report was not run because the credit card used was declined"

我肯定没输错什么，因为所有信息都是从online application上cut-n-paste的。

今天是周末，citicredit的电话和Email都不接答。大侠们见过这样的reponse吗？什么意思？这人做建材销售工作，38岁，年薪$3850. apt 在中等地区，rent （per room）$700.
