1. Send notice to tenant with dog, on unsanitary issue.
2. Have him take his dog to vet, need flea pill for dog, have him give you a copy shown dog been treated.
3. I would suggest you cal in professional to treat the whole building, bombing will simply send flea from unit to unit.
