投资房：Seller's credit towards home repair

我们的realtor说因为我们买的是投资房，home inpections后，卖方不能给我们credit towards home repair。如果要修，支票要写contractor的名字，不能写我们的名字。我们在宾州，不知道这是不是真的。以前从没有听说过。如果有这个法律，是全国都一样，还是各州不同呢？
