401K和RothIRA本身并非投资，只是投资平台，放进401K和RothIRA的钱可以不投资。

401K如有match，那至少要放到能得到最大match。RothIRA如不投资，无gain，则无从谈起税上的优惠（如果我们不考虑estate tax的话）。
