下水管子被树根钻了，临街管口有OFFSET，求处理经验

在自家前院，管子工用探入式摄像头发现下水管子被根给堵了，这是最近下水管堵的根本原因。他在地面上做了个标记。我看距离前院一颗大树（高过一层楼的房顶了）也就4，5米远。标记周围没其他大型植物了。已经请人来修剪树了，有一说树冠有多大，地下树根就有多大。但除了把树冠剪小外还有其他办法预防未来问题重生嘛？管子工说做repipe，可是，我担心往里面再叉一道管子，日后也会被树根刺穿，问题没根除啊？

修理花费不少，希望能有个一劳永逸的解决方案。

另外，管子工发现水管通到临街的人行水泥道下面，与市政管子的接口歪了（offset）。这个难道也算我的责任嘛？屋内的问题是我的，院子里的问题也是我的，可那个OFFSET都到街边人行道了啊。不可能是住户把那个给弄坏了的，如果有OFFSET岂不是铺设管道的时候没弄好？或者加州老地震给震歪了？

没经验，求指教。
