请教这儿地主，出租房的水灾。

楼上马桶堵了，水漫出来，渗到楼下厨房的天花板上，天花板现在有好大一块地方起了大泡。 水管工看了说是因为管子里手纸太多堵塞，要花500块修理天花板。

请问这种问题是应该房东负责，还是房客负责？  这家人真的很麻烦。 以后应该怎么预防。
