Top builders will use cheap materials and build cheaply in cheaper neighborhood.

The builders are basically the managers.

All construction work is carried out by a pool of sub contractors which serves multiple builders (i.e., same contractor may work for Toll Brothers or Centex)

Yes, there are builders offering better construction quality control and better materials - not for free - it's going to be reflected in neighborhood price.
