rate 不如预期，请问能终止申请HELOC吗？

对appraisal 报告不满意，低估太多，胡说我们这foreclosure rate高达 2/3 of the list, 给不出evidence, 又不让我和appraiser联系，也不肯re-evaluate house value. 我能终止申请HELOC吗？
