买房时要把已有租客赶走吗？

各位，在弯曲的烂区，27万的Duplex月租1900，能买吗?


另外，已有两个Tenants住里面，一个住了十年，一个住了六年，听说比较按时交租。但现在的行情能租到每户再多100每月。我要让卖方把Tenants赶走重新找租客吗？
