yes, if it say 0% ARP on purchase only, then can not. but most credit company offer 0% APR on cash advance. then you could either call them to transfer money to your checking account or use the check they mailed you to get cash, there are normally transaction fee.

DO not withdraw money from atm using credit card, lots of fees.
