1. most state require you give tenant an itemized list of deduction within a set time frame, usually 30 or 45 days, from the date they give you a forwarding address after move out. or you must give full refund and/or additional penalty.

2. small claim jurisdiction, can not across state line, the only way, your judgment can be enforced, is to hire a local attorney, where defendant resides. similarly, civil warranty can't enforced in other states.
