40% delinquency rate 的房子敢要吗?

看中一处房子， 小区 HOA delinquency rate 有 40%.

说是１０户里面有４户不交HOA费. 这个房子本身不欠HOA费

属于连体屋，好出租，但是房客群主要限定在低收入的人群。有正现金流

请教大家的，收还是不收？
