再问高手:在美国卖房, 如果没有绿卡, 是按外国人对待吗?

有有效学生签证(F-1), 没有绿卡, 如果在美国买房后再卖房的时候, 是否按外国人对待? 也就是说要被扣押税金押金吗? 谢谢!
