Ask for Help: Short sale, not known how much utility bill the s

Hi,

I have a settlement tomorrow and the attorney only take care of the balance from water company as there is a lien.

The gas and Electricity do not have lien on the property thus the attorney does not take care of it.

Can we delay the settlement if these balance not paid off?

What the leverage of utilities company on the new owner of the house about the unpaid balance?
