白人PM这么说有道理吗？有一个申请者就不可以再考虑其他人啦吗？

目前有一个申请，在等reports.和前一个房东似乎有些不太愉快，而且是未婚夫妻。房子空在那里，他们三月下旬才能搬。我和PM讲，再多让其他人看看房子，看看有没有可以早搬进来的。她说不行，因为如果他们是最早递申请的qualified的申请人，就不能discriminate他们。有这个说法吗？
