Commission 要 买家付, 有这样的吗?

在看一个房子, offer 条款中竟然要买方付 3% compensation, 有这样的吗?

 

还有下面这段话是什么意思?

"Buyer understands that there will be no SPDS (Seller Property disclosure Statement) nor a CLUE report due to seller acquiring the property through foreclusure and never occupying the home"

有风险吗?
