Do you know all the timing for your offer and the other offer?

It is possible that bank was negociating with the other offer when you submit yours.  And normally the other buyer has 24 hr to respond to the counter offer from bank.  The chance is that your offer was late, and the other buyer could know your offer in and take bank's counter which is lower than yours.  In this case, you have no chance to win.
