Rental Law?

Is this a true statement? "  by law you cannot collect any money on that property until you truly own it. That means you must have the keys and not in escrow. " "You cannot ask or receive any money for any house until you are the legal owner. If you do accept money you stand the chance of falling out of escrow"

This is in California.
