Why HUD does not offer title insurance when you buy a HUD house?

When I left the U.S to Mexico, I made an offer on a HUD house, now I got the bid, but I noticed HUD did not offering title insurance. so I asked my broker, this is my broker email me back, he told me HUD did not offer title insurance. see below:  

 

That is correct.  On the other hand you will not have to pay for escrow.  That is one perk for buying a HUD home

In the end it is almost a wash.

When you get back we can go over all of this.  I know that it was really rushed with the snow and your work.

My goal is that you feel good about your purchase.

I do not know the broker is right or not?

At this point, how can I make sure the house that I am going to buy have a clear title, no lien against this house?

Please help me?
