没有1099 怎么办？

我去年买了几个出租房，每个房子都花了几千块钱去修。但是都没问修的人要ss号。现在发不了1099表给他们，怎么办？听说只要多于600块就要发。可我记得前不久有人说2011年还不需要，请问有这回事吗？谢谢各位老大帮忙。
