Appraisal 价格比购买价低，如对方不同意议价，可以拿回ernest的钱么？

请问，Appraisal 价格比购买价低，希望和卖方重新谈价格到appraisal价格。如果对方不同意，我们反悔合同，可以拿回ernest的钱么？
