The law says you can post and mail via "first class mail".First class mail is another name for regular mail.
Don't do anything extra and different than what the law stipulates.You may think you're doing extra work by servicing a certified mail. However you're just hurting yourself. There is no way to prove that tenants intentionally not sign or pickup certified mail. The tenants can simply claim they don't know there are certified mails for them, or they are not available for sign/pickup letters.
