when do I have to give 1099 for handyman?

I hired someone to do tile floor for my rental house, $1500 cash, I order $800 tile mysel. I forgot to ask for his SS#. I only know his name and phone #.  What can I do?  Do I have to sent him 1099 in order to claim the $1500 reduction from the rent?  Thank you very much for your input.
