You think if you force the poor to pay tax, they will be motivated to work?
Now they do not pay tax. They do not work. If they do some work, all the money they make belongs to them. They still do not pay tax. However, they choose not to work. So why they will suddenly willing to work if they can only keep 91c for making $1, while they would not want to work when they can keep $1 for every $1 they make?
The poor living on benefit will NOT want to work no matter what. If you cut benefit to them, they may live on relatives, they may live on philanthophy, they may starving to death, they may steal or rob, they may fight, but the last thing they will do, is to work. The rich has figured that out and they would rather feed them, just to make sure they do not bother the rich.
