if the city keeps on your tail, 100% of the time, is your neighbor call it in..haha.
if you ignoring the city, eventually they will get to you. well, at least in my city..
yes it is true you can reject the inspection now, but then inspector can to go zoning for a violation on city ordinance, the zoning board can fine you $$$ at their discretion, then the building department can ask the court for a injunction, if you still fail to cooperate, then you be in contempt...
when you purchase the house, you should already discount in the un-permitted garage, and since you didn't do it, you are the victim of this whole fiasco, worst case you can ask for small fine and wave further penalties..
Ignoring the issue won't fix the problem..
