I had exactly the same situation before. The wall has lots of dirt and the tenant ask to paint, I said no. They accepted. I have nothing better to do and think to do the tenant a favor and spot paint all the dirt and scratches (I had the paint and don't want to waste it). The tenant then complained to me after move in for the same reason that these spots show differently in strong lights. I gave then $200 and they said they will repaint the living room area (other area can be acceptable).
