That's the key. He is NOT your agent. He is the listing agent.

In order to maximize his commission, and still let you get the "deal", he has to maximize your out of pocket expense.

When he submit bid, he has to specify who will pay EVERY cost. So he knows exactly who supposed to pay title insurance. He is just fooling you around.
